Quebec. What can you say about a province that makes Ontario look like a model of restraint.
The reason why students picket, riot, demonstrate is that too many of them are enrolled in the Social Sciences or courses that give them too much free time, because of this their energy overspill goes into activities like demonstrations. If they were i enrolled in something useful like the hard sciences, engineering, medicine, etc.. they wouldn't have the time, energy or desire to waste time on demonstrations.
The root cause of this is, is the Social Sciences.
The panel has been asked to analyze circumstances surrounding the protests and identify factors that led to the deterioration of the social climate.
It will cost $400,000.
Here are the circumstances. The Parti quebecois, political wing of the Front de liberation du Quebec, wished to be restored to power in Quebec City.
Here are the factors that led to the deterioration. The PQ ordered unrepentant felquistes and fellow travelers in the provincial professoriate to turn Quebec university students against the Liberal government, who had been trying to put the province's books in some semblance of order. They had no trouble finding young French thugs who were never going to amount to anything in an honest trade but for all that looked good on television to serve as ringleaders. The Quebec government, who for their own reasons refused to call sedition by its name and deal with it accordingly (viz. by meting out grievous bodily harm, heavy fines and long prison sentences to the thugs or credibly threatening to do so), were unable to restore order, and their half-hearted efforts to do so merely encouraged the rioters and aided their propaganda campaign, costing the Liberals the election and ending Jean Charest's political career.
The PQ won the election and the leaders of the student riots were rewarded with seats in the National Assembly. Quebec's long-suffering Protestants and Jews, who pay most of the taxes and whose sons and daughters had avoided the riots (their education being a necessity to help them escape Quebec), were stuck with the bill.
That'll be $400,000.
As I do not really need the money, I authorize the Quebec government to send $100,000 each to Kate McMillan, Mark Steyn and Mr. and Mrs. Arnie Lemaire, to help defray the legal fees incurred by their genuine efforts to preserve British liberty in Canada.
There are peaceful protests and then there's anarchy. Lately, the line between the two has become quickly and consistently blurred. When that happens, the likelihood increases that it's not going to end well for anyone, neither the protesters nor law enforcement officials.
One thing is for sure: the only way to stop anarchists is to bring the pain. The risk-punishment equation needs to be clear enough that anyone making the decision to break things is willing to accept a billying.
Do we need a better demonstration of how (particularly Quebec) universities are churning out aggressive welfare state/collectivist agitators? University is no longer an institution to gain knowledge or marketable skill, but a finishing school for radical activists - and as such it has lost all legitimate claim to public funding as it produces nothing of value to the public/nation.

As for doing their job, ensuring the police can serve and protect the society that pays their wages, nope can't have any of that.
How many more of these political policemen do we need to see, before we fire them all?

We created the police, to avoid having to do the policing of society our selves, a dispassionate agency is so much less messy than an enraged group of people.

I would hazard a wild guess that should there be any further protests, the reason might be that the Parti Quebecois promised to accept the protesters' demands on the tuition fee hike, then reneged on them once they were elected.
Meanwhile, the Occupy movement and its sympathizers are still as vacant as ever.
