Because, you know, Bell Canada is so small it needs protection from competition.
Conclusion10. In light of all of the above, the Commission finds that the proposed Category B service would compete directly with E!. Accordingly, the Commission denies the application by Rogers Broadcasting Limited for a broadcasting licence to operate the national, English-language niche specialty Category B service The Entertainment Desk.
Secretary General

We are surrounded by bureaucracy.
Is there no one to set us free?
And we need more TV why????????? Unplug! Televisions are addictive and time wasting.
A direct Rogers-vs-Bell showdown, and CRTC slaps down Rogers and rules for Bell. I wonder if this foreshadows the decision on Bell's acquisition of Astra; Bell must be throwing around more favours than Rogers.
Stupid CRTC. Stupid Bell. Stupid Canadian telecom industry.
I'm sure this nonsense ends as soon as Harper gets his majority.
This smacks of corruption.
It stinks to high heaven.
I'm sure this nonsense ends as soon as Harper gets his majority.
You must think Canada is some dime store operation that Stephen Harper can roll back half a century of socialism and it's acompanying corruption in a single year.
Do you ever have a sense of perspective/proportion on anything?/rhetorical question
Same people that relegate Sun News to a channel number next to the picture frame channel.
It's stuff like this that are going to really confuse alien anthropologists... That and whether the human called Joe Biden was a modern court jester or if he was for real.
Oz: Why can't he? The last omnibus budget bill gutted a lot of things (e. coli, anyone?). The next one? Who knows?
Of course, as in any government, no matter the party, the next election is the only thing that matters. Principles and what may actually be good for the country be damned.
Mulroney and the FTA is the only thing I can think of in the last quarter century where the above has not been true. There may be others, but none spring to mind.
Delight does not begin to describe how I would feel would the gov rid us the plagues of the CRTC and CBC.
I have an American satellite dish on my deck. I get hundreds of channels for $20 a month. If Bell or Rogers want my business back they are going to have to come up with something pretty good.

Did I say it's only been a single year since Harper got his majority? Why yes, yes I did.
WTF do you expect Harper to do for the next 3 years A-Hole?
-and the CRTC needs to be investigated, not gutted. It actually serves a purpose.
The lack of a free market and competition results of us paying much more for much poorer and less service. We see this with television, cell phones and internet providers. In these areas we are certainly not in the 21st century.
@ LAS
I'm sure this nonsense ends as soon as Harper gets his majority.
Harper's partisans may say 'give him more time'. Well, you might have heard of the saying: given enough time even a monkey can learn how to fly.
Conservatives --- in Alberta --- have been given enough time. Look what they have morphed into.
Isn't it time ,in a free democracy, to get rid of the CRTC which limits what we see and listen to? Not to mention the HUGE bureaucratic cost.
WTF did that ruling mean?????
I feel so protected as a canadian.
Oh noes! "Directly competitive"!
Oh, the HORROR!
Rizwan gets it. Government is either rolled back diligently or not at all.
This is how a properly run homosexual liberal state operates. All the disadvantages of capitalism, communism and fascism, with none of the advantages.
The Rogers and Bell and CRTC fight is like two men fighting over a deck chair on the titanic. No one under the age of 40 watches network television. It's all netflix and youtube etc. That's the wave of the future. This problem solves itself. These people can argue about what we're allowed to watch and what companies can compete with who all they want because I'm not watching it anyway. As long as the government keeps out of the internet then the CRTC will become increasingly irrelevant. BTW the CRTC is a Bell stooge that's why they ruled against Rogers but again who cares.

Falling back to name calling? I thought that was primarily a tactic of the left.

Well said Oz!
Las, this is Canada 2012 - we have had about 7o years of socialism rampaging all over this nation (look at the Premiers of the provinces for proof). Canada has had medicare for 50+ years!! This is a Titanic of pinko people not a rowboat of Bolsheviks.
Count on the few blessings us liberty minded patriots have ever had in our history: a Liberty minded PM with some MPs who are willing to help him set this country free. However, we must all keep pushing, the right to own property has not been restored and the income tax amendment is still on the books - we are still paying for WWI!
Inertia is our enemy, at this time, here in Canada; the opposite is true of this time in USA.
djb, I did more than name call, buckwheat.
Answer the question or like the usual Leftists, are you just here to take cheap shots at the only decent government Canada has had in 50 years?
The CRTC is the Wheat Marketing Board, of the airwaves, and about as useful.
a Liberty minded PM
Who wants to expand the war on drugs, block foreign investment, funnel money into a Canadian Made military-industrial complex, yup have fun being delusional.
the only decent government Canada has had in 50 years?
The Liberals were better when they were slashing government in the mid-'90s.
That episode of government shrinkage puts lie to the whole '50 years of socialism so we have to be gradual' bromide. That and the fact it's never worked. You people will swill whatever BS justifies your partisanship.
Hey LAS guess what? Federal spending DOUBLED under Chretien.
LAS just comes here to try and get under people's skin. The funny part is it never fails to spout it's liberal talking points, pathetic really. It would be like a con hanging out at huffpo waiting to spout con talking points, not enough time in the day.If it was reported that PMSH walked on water LAS would be there to wag his finger saying see,PMSH can't swim.Quite the existance you got going there LAS.
Just read the ruling.
God I hate bureaucreese bullshit like that.
Fire them all.
Could there be a bigger collection of useless entitled douche-bags pulling down over a 100 Gs a year for a more useless gubmint division to do nothing?
This is Canadian TV we're talking about here, it sucks and will always suck. What did that ruling cost; a million dollars for tax payers? 500,000? What ever it is they're talking about an entertainment show that nobody watches and has nothing to do with government. All to support one of three gigantic media gubmint enforced monopolies in Canada against one of the other two.
Cut my taxes and kill the CBC, CRTC and half of these useless make work "ministry of's".
Unplug your TV all you want but you still have to pay and pay and pay and it's also why cottage prices are so high.
Does the Ontario Teachers Union have a Stake in BELL?
Oz, asked and answered.
I expect Harper to behave like every Prime Minister since Trudeau (I cut it off there because PET was the first one I remember with any clarity), pass his agenda for two years (half a year left...) and then focus on winning the next election.
I do not expect him to do anything about the CRTC, the HRC, the CBC, Senate reform, significant spending cuts, actually reducing the size of the federal government payroll (including contractors and consultants), making the provinces responsible for their own areas of jurisdiction, stop bribing Quebec with my money, or reducing taxes.
Just like his predecessors in the PMO.
I now return you to your regularly scheduled name-calling, which is likely already in progress.
Las - Preston Manning forced Paul Martin to cut spending in the 90's because the Cretin did not want an election (the Liberanos did not have a majority). The 'cuts' were reduced transfers to the provinces for health and education. The Liberanos stole the UI fund from taxpayers, the public servant's pension fund from the public servants to supply themselves with spending money esp. money to bribe pipples in Kebec. They used cash - in paper bags.
You should do a little background study before you hail support for the insupportable; insupportable for anyone with any moral fiber.
Preston Manning deserves credit.
The 'cuts' were reduced transfers to the provinces for health and education.
Most excellent.
The Liberanos stole the UI fund from taxpayers
It was only a billion. That was bad but in the grand scheme of things, it still stands that Paul Martin was The One Who Cut Spending. He axed thousands of civil servants. Good times.
Do not confuse 'moral fibre' with 'tribal partisanship'.
I expect Harper to behave like every Prime Minister, pass his agenda for two years (half a year left...)
Wrong.
Harper sat with his shiny new majority for the first time exactly one year ago, parliament was in recess from the election until the fall, as is traditional.
Math is hard, eh Lefty?
I'm glad I'm not the only one who reads this verbiage and thinks WTF? Presumably someone can understand this bureaucratic crap but there should be official translation into language that non-bureaucrats can understand.
james, there are also people over the age of 40 who watch no broadcast TV. With Bittorrent and Youtube, I can see pretty much anything I want.
Should save this document as an example of the incomprehensible statist issues that occurred during a time of darkness.
Newspapers don't need licenses. TV and radio stations shouldn't either. Same principle.
The CRTC, the CBC, anything that can be said to be "cultural" or "arts" will be the last things the CPC government tackles. They learned from the howling that arose in 2008 when they attempted to reduce funding for some (not all), arts programs.
Besides, Ottawa's a very big swamp. Lots of bigger alligators in there than the CRTC.
Newspapers don't need licenses. TV and radio stations shouldn't either. Same principle.
You know those newspaper boxes on public property where you throw in some coin and they open to release a newspaper?
Those boxes are licenced.
Same principle with TV and radio.
Oh, and you know how when there is a coup d'état and the usurpers take over the government buildings, TV, and radio stations?
Yeah, coup d'états are a lot easier if the airwaves and signal bands most used by the public are unlicenced/unregulated.
The CRTC does have an important role to play, look it up sometime and grow wise.(not just in your own mind, but for real)
The only legitimate role the CRTC can play is enforcing ownership of frequencies. That's it.
