The Baltic Dry only measures the surplus or shortage of shipping. Shipping companies are no more reliable predictors of future economic activity than any other index.

Look for Somali pirates to fall on hard times and ask for foreign aid from the UN.

In other words, the supply curve is vertical and hence any movement in prices represent changes in demand. As you note, the basic assumptions of the BDI have proven false, and hence it is a poor measure of economic activity. But the low level of the BDI clearly represents weak economic activity regardless of whether it results from low demand or mothballed supply.
