Kimberlin did some reprehensible things but what was the political angle that would justify the use of the term "terrorism"? Opinions may vary but generally we see the term used to denote violence with a political aim. What was Kimberlin's political aim?

Kimberlin planted the bombs to distract police attention from a murder he instigated. That may not be political, but it does fit a slightly broader notion of terrorism: the use of violence as a tactic to achieve an otherwise unrelated purpose.
