I find it hard to believe that there is no record anywhere of who signed up and paid for the service that was used to spoof the address. I know something about telecom, and I know the data is there, and as the days go by, it evaporates.
One way to do this, the easiest, would be to fill out the wrong address in the 911 configuration profile for your VoIP, Skype or Vonage, for example, account.
Other ways would require more sophistication, but are still traceable.

Any reasonable person can see that swatting could result in someone's death. It is not far off from attempted murder.
