Yes, Ireland was neutral in World War II. And just as Americans signed up to Canada's armed forces from 1914 - 1917 and September 1, 1939 - December 7, 1941, Irish from the Republic signed up to the British armed forces.

Those WWII Irish solders who returned to the 26 counties after the fighting were branded traitors and treated with utter contempt by their countrymen and government.

Hopefully there aren't any human lips being mailed around. You know what they say about loose lips...

Many soldiers from the Irish republic serve in the British army to this day. I could be wrong but it is my understanding that there are special recruitment rules that don't treat them as foreigners for recruitment purposes.
