I'm confused here - wasn't it the homeland security that circulated an enforcement memor to all security personel citing returned vetrens, tea party patriots, right wing militia and Ron Paul supporters as the Domestic terror threat.

This is actually quite normal behavior in Nations before they have a break down every 20 to 30 years. Think Civil war riots, Guy Hawks, Anarchy in Europe before WW1, The Bolshevistic revolution in Russia. The Great depression in Germany with the World before WW2.
