My honest opinion is the Harper government is banking on it.

I know we think of Quebec as full socialist, but I recall an article once in which French entrepreneurs were moving to Montreal because the barrier to business was so low.
They couldn't believe that they could simply rent a shop and fill out some forms and then start their own businesses. In France everything was regulated and legislated into pointlessness.
If Canada could receive a few boat loads of French youth trying to escape socialism and a few millionaires protecting their net worth then I say we should just do an open lobby for them.
(Problem is we'd probably be flooded with the low end Muslim angry crowd if we were too public about the welcome mat......I'm sure the smart French will know how to get here.)
