Ten or so four man teams placed strategically around the Province should do the trick. They'd need at least three shifts, 24/7 so it should provide a lot of good jobs.
Add on the helicopter pilots,mechanics, other support staff,and the Bear-Care folks should provide Nfld. with about two hundred well-paid jobs!
Anything less,and I will be forced to conclude none of the activist A-W organizations really give a damn about the bears.

Trained wildlife staff were there, there just weren't helicopters available. Policy states that the bears must be tranquilized from the air via helicopter. If there's nothing available the only option (unfortunately) is to shoot them.
