Having had a fairly long experience in the "services"....

I always regarded ranges as dangerous places...for good reason. I still hold the position I lost more folks to range accidents and jeep rollovers than enemy action. To this day I am still as nervous as a long tailed cat in a room fulla rocky chairs...at ANY shooting range....formal or informal.

The setup where Cheney had the incident was a defacto range with live targets...

I suspect that, post accident, Dick Cheney is likely a candidate for a strict range officer.
