Reid in 2009 (with Obama as President) announced that this rule against Vegas and Florida was rescinded and GSA could go and spend in these places.
Of course, Reid's focus was on spending, spending, in his his electoral district of Vegas.

Re Omar -- I heard somewhere that his being able to return to Canada had been agreed to at the time of his guilty plea -- I think it may have been part of the deal. Good for Conservatives for holding out on repatriation at that earlier point. Had he come back before being designated as guilty of a crime, Canada would not have been able to keep him in jail as he was not charged with a crime in Canada. At this point if he returns, he will remain incarcerated at least until his sentence is served.
