The prospect of domination of the nation's scholars by Federal employment, project allocations, and the power of money is ever present and is gravely to be regarded. Yet, in holding scientific research and discovery in respect, as we should, we must also be alert to the equal and opposite danger that public policy could itself become the captive of a scientific-technological elite.

And the grants only go to those " scientists " who can help the politician's re-election. All the rest of us should note how ideologically directed " scientific research " made the Soviet Union a backwater in genetic research.
Scientists working for government have evolved into an entirely different species than scientists working for private industry. Government grant harvesting scientists (like other bureaucrats) exist solely to increase their influence and their chances to procure future grants - the science will always be tweaked to conform to the politics. Also, like politicians, they are not bound by irksome realities like economics, business impacts or accountability.

What we have now is both factions working in concert: a perfect symbiosis. So, the two concepts are not necessarily mutually exclusive.
Re-reading this is like reading a conservative primer. An embodiment of conservative thinking, in the older sense of the word. Seek balance, seek to do no harm, preserve your society in a state that works, preserve human liberty.
But this paragraph caught my eye in light of recent going-on in the US.

The so-called "scientific-technologist" elite is a bunch of credentialed, self-selecting people dependent on government for funding, who have killed millions (elimination of DDT in Africa, for example, meaning malaria for people is still a real threat, as opposed to a few thousand sparrows), and are about to sacrifice billions of dollars on the bogus AGW hype.
Real scientists and engineers work on real projects that actually make life better for people. And they make a living doing so, unlike these parasites who live off our production and do everything they can to stop it.
Like all leftists, you worship death. Dr. Fruitfly thinks we should only have 1 billion people on the planet - that would be a bigger genocide than all others combined.
