Have you seen a shopping mall in e.g. Dubai? There are hundreds of women's apparel stores, perhaps half of them targeting muslim ladies.
Just because they cover up does not mean they really are "modest" (which is one of he supposed rationales). Gold, jewelry, make-up,... it's all there.
