Yes, definitely implicates the fromer Liberal ministry. What it accepts though is that there was substance to allegations. There may be, wouldnt surprise me at all that the Afghan government of 2005/06/07 tortured. WOuldnt shock me today if you told me that it still happens.
Problem it creates is that the Cons have to date said there was no evidence of torture. Cons are going to have to back up and admit a problem to get the Liberals on this one.
At the end of the day the cons did the right thing and got a new agreement, but I think they overplayed their initial objection to this. Canadians just care if our soldiers were torturing or if the senior brass knew there was torture and kept it going. Other than that Canadians are befuddled and baffled by all of this.
This "detainee" BS is another media attempt at obfuscation. Media intent is to imply Taliban taken prisoner equate to someone detained for a short period of time for a minor infraction such as a student detained after school for whatever reason. For Christ's sake these killers of our troops are prisoners of war, plain and simple, and should be acknowledged as such.

If we called them prisoners of war, then they would be entitled to the protections of the Geneva Convention, which exclusively forbids torture of prisoners. The fundamental difference between support and invade is what you do with prisoners. Support, you turn them over to the government you support, invade, you keep them yourself.
