In 2002 the community at Davis Inlet (about 700) was moved to a brand new location at a cost of $200 million. New school, sports complex, etc. I thought it was an expensive experiment doomed to fail but there had been much weeping on CBC about the social problems and the fact that the suicide rate for kids was 12 times the national average. Now it appears not much has changed. Money keep pouring in and problems continue. If you watch the clip, towards the end, the reporter asks where the money from INCO has gone (beside gov't money, INCO pays to run a mine in the vicinity). The leader said it was secret. Apparently, all matters relating to money are secret. One fellow who signed the invoice for bringing booze in was a member of the council. A bottle of booze went for around $300 and there didn't seem to be a problem to come up with the money. It's a sad, sad thing but it looks as if all the millions of dollars only served to move the problems along with the people.

I can't believe the CBC left the comments open!

If you want real sobriety. Change the focus of the Culture from one of eternal adolescent dependency on Government. Into one of construction with individual responsibility owning their own efforts.
People with pride in what they do or earn, don't have to prop themselves up with booze.
Although living in a land of snow covered waste all year would depress a saint.
