John F Kennedy was obsessed with beating the Russians into space, and we did that. But then Congressmen and Senators started to ask, " Hey, what are we getting for all this?"
Sure, lots of scientific data and naturally the Tang and Velcro products from the aliens.
However, in terms of tangible reward that a Congressman could justify to his constituents, it just wasn't there.
So at some juncture the black ops people essentially took over the space program. This was conclusively signalled when Admiral Bobby Inman was made the head of NASA for a period.
Nowadays the space program has its out-front public relations aspect and behind the scenes another agenda.
Weapons platforms integrated with 'high frontier' technology? Spy satellites that can read War and Peace over your shoulder? Advanced microwave technology that can do computer graphics in crop circles?
So it could be that the "outreach" is simply a way to co-opt other countries' money and good favor... or is it?

I wouldn't argue with you about Obama's malfeasance and multi-cultural ignorance.
However, many intelligence projects are financed by off-budget Agency bonds. Yes, that's right, if you want to invest in mining a harbor or getting a killer satellite launched, this is one financial vehicle that can be helpful.
Who invests in these bonds? That's a good question, and I can only assume that sometimes the purchase is through intermediaries. You didn't actually think that the only source of financing available was from general revenue, did you?
Incidentally, if you're interested the Agency bonds usually pay a little higher interest rate than, say, T-bills or T-bonds.
