For the most part these pictures are not unlike industrial parts of north America fifty to sixty years ago. It wasn't pressure from outside countries that made us clean up our act, but prosperity and the time it gives citizens to protest and demand change.

I also think every politician – Federal and Provincial - be forced to have one placed in their yards, so they can become accustomed to the noise pollution and dead birds in their back yards. Many have argued that a major reason for the collapse of the FSU was the environmental catastrophies - most spectacularly Chernobyl - happening everywhere. Already in certain provinces and cities in india - Bangalore for example - old polluting vehicles have been banned. Cars manufacture in china have roughly the same emissions controls as ours do.
As a country's economy looks to move up market into the production of higher value goods (as the imminent dramatic rise in the yuan will necessitate the Chinese economy to do in the coming years) it makes good business sense to clean things up as that it a key issue for workers in that higher-skilled bracket.
