Yes that would be the Liberals in June of 1999. As a majority government they could have easily voted against it. They had the power but did not back up their rhetoric.
I don’t recall anyone calling them homophobes, knuckle draggers or anti gay at the time.

I suppose the libertarian side of conservatism will say, “my goodness, gays are just as well off here as anywhere else.”
