If these pirates are attacking from small boats how do they get on deck?
Although piracy itself is illegal, it infringes on a pirate's rights to not have appropriate access provided by the larger vessel, surely determined in an Access for Underprivileged Pirates Act from some human rights tribunal somewhere.
Most of the governments of this world today have allowed them on deck by not having the intestinal fortitude to do anything. Hanging a sign out counts?

The UN can go to hell, the law of the sea supercedes any UN convention and once pirates learn that the most likely outcome is death, pirate raids will, for the most part, end. Of course this would require law abiding nations to grow the gonads to tell the UN to F off, an unlikely senario in Canada as most Canadian politicos are devoid of the aforementioned accessories.

I have a hard time believing that the UN can enforce any laws once the vessels are out of Somalia's borders and into international waters.
