BUT - the fact remains, these HRCs continue, with their incredible assertion that a statement is reprehensible IF 'it is likely to expose someone to hatred or contempt'. Incredible. How can one objectively evaluate something that is 'likely to'. It hasn't happened.
And one cannot evaluate 'hatred or contempt' and furthermore, these are private emotions and cannot be regulated by the state.

We must continue to express our 'hatred and contempt' (active, not likely) for the HRAct Section 13.
