It is based on an unlikely and repeated stroke of lightning: that General Hillier is so smart and so persuasive that he bamboozled Prime Minister Paul Martin, Clerk of the Privy Council Alex Himmelfarb, Defence Minister Bill Graham and, we suppose, almost every politician and commentator (save, of course, Black, Byers and Staples) and turned Canadian policy on its head – all within a few weeks of being promoted into his current post.

‘Black people are less intelligent than whites’, claims DNA pioneer
One of the world’s most eminent scientists is at the centre of a row after claiming black people are less intelligent than whites.
James Watson, who won the Nobel Prize for his part in discovering the structure of DNA, has drawn condemnation for comments made ahead of his arrival in Britain tomorrow for a speaking tour.
Dr Watson, who now runs one of America’s leading scientific research institutions, made the controversial remarks in an interview in The Sunday Times.
The 79-year-old geneticist said he was “inherently gloomy about the prospect of Africa” because “all our social policies are based on the fact that their intelligence is the same as ours – whereas all the testing says not really”.
He said he hoped that everyone was equal, but countered that “people who have to deal with black employees find this not true”. …-

Survey: Male gay teachers abuse most
A survey of news stories in seven English-speaking countries conducted by the Family Research Institute shows that incidents of teacher-pupil sex are most often perpetrated by male homosexual teachers. Overall, 43 percent of teachers who made the news for having sex with their pupils over the last 27 years were homosexual.
Homosexual teachers violated 1,925 (56 percent) of the 3,457 pupil-victims. Women were 11 percent of perpetrators, but a heterosexual female teacher was least apt to have sex with pupils, Christian Newswire reported Thursday.
Lexis-Nexis was searched from 1980 through 2006 uncovering 902 teachers who had sex with pupils. Teachers who engaged in homosexuality constituted 63 percent of perpetrators in Ireland, 62 percent in New Zealand, 60 percent in Canada, 54 percent in Scotland, 48 percent in Australia, 47 percent in England and 35 percent in the United States.
The study was published in the new, free-access, on-line, peer-reviewed Empirical Journal of Same-Sex Sexual Behavior, http://www.ejssb.org. While most academic journals don’t publish articles that might pose difficulties for the gay movement, the journal takes and requires no position on gay rights from its contributors.

More than 40 South American asylum seekers have been arrested in the past week near the Quebec-Vermont border in what an official said was a crackdown against an unusual surge in illegal immigration.
“This is a major spike in the number of people crossing illegally. It’s a significant number,” said Dominique McNeely, a spokesman for the Canada Border Services Agency.
Most of the 43 people apprehended are from Colombia, and some are Venezuelans, said Claire Desgens, a Sherbrooke legal-aid lawyer contacted by the newcomers.
The majority of the 43 have been released and, having applied for refugee status, are now in the Montreal area awaiting a hearing before the Immigration Refugee Board.

The president,(of China), needs more copper, iron ore, zinc and natural gas. Above all, he needs more coal to keep the power stations humming nicely and more oil for Chinese cars and lorries. China accounts for more than a third of world demand for coal and the price in Australia soared this year as the People’s Republic switched from being an exporter to being an importer. If Mr Hu had a message for the world in his address to the Communist Party National Congress, it was this: we will burn our coal and, if we have to, we will burn yours, too.
What does this mean? Put bluntly, it means that the Kyoto treaty on greenhouse gas emissions is dead and so is any prospect of persuading Beijing to bind itself to other curbs on carbon emissions.
