Back in the 50's and 60's, we Ontarians were warned about driving in La belle Province because everyone, including the police were on the take. Graft and influence peddling were rife and we all were made aware of it. During the 70's and 80's when I was in business, it became obvious that this was indeed the case. One couldn't break into the Quebec market without greasing several palms. It was kind of like trying to do business in New Jersey, only in another language.
Plus sa change, plus la meme chose.

Two people die and three are injured and you dismiss this as a "garden variety construction accident"?

This is obviously a real tragedy for the families involved; but in the bigger picture, workers die every year in dustrial accidents, loggers in BC, oil-field workers in AB, Farmers in SK.

Just like garden variety auto crashes.

The statement was written before reports of any deaths. That said, as regretable as they are, it is still a "garden variety" accident - not an infrastructure failure, as was initially feared.
