"Everything will be settled in a week," said Kim Myong-chol on KBS Radio. "That is, whether we, Korean people, will remain as we are now, or lose, or New York will lose, or Washington, D.C., will lose, it will all be settled once and for all."
The report was carried in Chosun Ilbo, a Korean-language newspaper in the south.
The South Korean government is trying to verify intelligence that North Korea is to conduct another nuclear test soon – possibly in the next two or three days.
Quoting a reliable source on North Korea, the report said: "Many indications from North Korea point to the high likelihood that North Korea would conduct another nuclear test in two or three days. We received intelligence Oct. 11 that says the North Korean military is showing unusual movements."

Denis, you have a point argued that way. However, that is several murders - seperate incidents. One night of drunken rage might be something a bit different.
Also there's the perspective of system muck up, like in Martensville, or Milgaard. That's why the in and out and in and out of jail makes more sense to create the auto-dangerous offender status. After all, the crown can still apply dangerous offnder in rarer cases of serial killers who are caught after their string of offenses, right?
Saskboy, the legislation doesn't guarantee the person will be declared a dangerous offender, only that they must prove why they shouldn't be. It is by no means a 'three strikes' law as we understand them based on similarly nicknamed US laws.
So if an otherwise exemplary citizen were to be found guilty of committing several violent offences whilst in a drunken rage, for example, then they may be able to successfully make a case that they would not pose a significant risk to society after their designated jail time.
As far as wrongful convictions, the sentence for such multiple offences would be at a minimum measured in decades (I assume\hope) so the effect on such a man's life even without dangerous offender status could still be brutal. Also, even though dangerous offenders are given an indeterminate sentence they can still get out on parole (the latest numbers show 18 dangerous offenders are out on parole).

Doesn't it seem somewhat counter-intuitive that after the crown was able to prove that Bernardo did what he was accused of they then had to go and prove that he was a danger to society? I think this new legislation puts things right. Of course if the triple murderer got life (25years cdn) for each and served each sentence one after the other instead of a three-for-one deal then the three strikes would be moot, n'est pas?

You may have a point there. I'm looking at it from the perspective of seeing a system that I know messes up, and want it to be difficult for the Crown to railroad an innocent person. Having the Dangerous Offender status only applying after obviously seperate crimes, even a string of serial murders where the criminal wasn't caught until after all of the accused killings, would give an innocent person the ability to get out of jail and never be framed again. In the case of a serial murder, say Bernardo didn't do it - he'd be labelled a dangerous offender on top of being wrongly convicted.
I didn't know there were dangerous offenders out and about. That's disturbing, and indicative of some serious problems in the system somewhere.
There is hope for canada yet. A muslim 19yr old has been found guilty of manslaughter for driving his van into a crowd last new years eve, killing a young woman and injuring others. While the jury was still out, he was picked up on drug and alcohol charges, violating his bail and arrested.

These "open" forums deal with politics. Good discussion and debate but I was wondering, ... can/are we allowed to, discuss matters other than politics? I've sent Kate an Email asking, a couple of weeks back but I understand she is a busy body and can't respond to every Email she gets so I'm asking here.
I'm having a major problem with a tire shop, here in Moose Jaw and want to warn others and compare notes with people that may have had similar problems where they live. It's a saftey/fraud issue and is worth telling.

In regard to the Conservative dangerous offender legislation, it would be interesting to know if the 3 strikes rule applies in a case of a triple murder. I think it should only apply in cases where the convict has already been to jail, is released, and is convicted again. The presence of a third chance is surely enough to show that an offender is continually dangerous.

Denis, you have a point argued that way. However, that is several murders - seperate incidents. One night of drunken rage might be something a bit different.
Also there's the perspective of system muck up, like in Martensville, or Milgaard. That's why the in and out and in and out of jail makes more sense to create the auto-dangerous offender status. After all, the crown can still apply dangerous offnder in rarer cases of serial killers who are caught after their string of offenses, right?
Saskboy, the legislation doesn't guarantee the person will be declared a dangerous offender, only that they must prove why they shouldn't be. It is by no means a 'three strikes' law as we understand them based on similarly nicknamed US laws.
So if an otherwise exemplary citizen were to be found guilty of committing several violent offences whilst in a drunken rage, for example, then they may be able to successfully make a case that they would not pose a significant risk to society after their designated jail time.
As far as wrongful convictions, the sentence for such multiple offences would be at a minimum measured in decades (I assume\hope) so the effect on such a man's life even without dangerous offender status could still be brutal. Also, even though dangerous offenders are given an indeterminate sentence they can still get out on parole (the latest numbers show 18 dangerous offenders are out on parole).

Doesn't it seem somewhat counter-intuitive that after the crown was able to prove that Bernardo did what he was accused of they then had to go and prove that he was a danger to society? I think this new legislation puts things right. The fact that one is found guilty of multiple acts of violence by default makes them a person who is dangerous to society - unless they can prove otherwise.
Of course if the triple murderer got life (25years cdn) for each and served each sentence one after the other instead of a three-for-one deal then the three strikes would be moot, n'est pas?

You may have a point there. I'm looking at it from the perspective of seeing a system that I know messes up, and want it to be difficult for the Crown to railroad an innocent person. Having the Dangerous Offender status only applying after obviously seperate crimes, even a string of serial murders where the criminal wasn't caught until after all of the accused killings, would give an innocent person the ability to get out of jail and never be framed again. In the case of a serial murder, say Bernardo didn't do it - he'd be labelled a dangerous offender on top of being wrongly convicted.
I didn't know there were dangerous offenders out and about. That's disturbing, and indicative of some serious problems in the system somewhere.
There is hope for canada yet. A muslim 19yr old has been found guilty of manslaughter for driving his van into a crowd last new years eve, killing a young woman and injuring others. While the jury was still out, he was picked up on drug and alcohol charges, violating his bail and arrested.
Wonder if this wonderful example of rop will demand a prayer mat. Or has he been thrown out for breaking the rules, drinking and drugs. That should be 2 strikes against him.
One can*t help but notice that Liberano$ are more prone to scream and flail their arms, monkey like.
Rather than fix any problem the first impulse is kneejerk emotional demand for government help!
