The Treasury Board wants to see the contract for the north-south Light Rail Transit Project before giving the green light to federal funding.

A spokesperson for Treasury Board President John Baird tells the Ottawa Sun the City of Ottawa has refused to produce a copy of the contract with Siemens-PCL/Dufferin.

The Federal Government has committed 200 million dollars towards the 780 million dollar line from the University of Ottawa to Barrhaven.

Baird's Communication Director Mike Van Soelen tells the Sun that officials believe taxpayers of Ottawa want the federal government to ensure that proper and due diligence is being completed on the O-Train project.

'The chief of United Nations peacekeeping operations yesterday praised Canada for deploying a sizable force to Afghanistan, saying the entire NATO deployment is providing "very important" help to the world body's work in that country.

Making the comments during a briefing on the UN's own burgeoning peacekeeping commitments around the world, Jean-Marie Guehenno effectively endorsed the arguments Prime Minister Stephen Harper made in his recent UN address on why Canada had intervened in Afghanistan.

"Canada helps us through the mission in Afghanistan, and we think it is very important that NATO is a solid and powerful force (there)," Mr. Guehenno said. "It is an essential element if one wants to maintain the credibility of the political process in Afghanistan. It is essential to have a robust NATO in Afghanistan."

Among the criticisms in Canada of the deployment to Afghanistan have been calls for Canadian troops to be used in more traditional peacekeeping roles around the world.

But Mr. Guehenno, who called the briefing to highlight how the UN is facing one of the biggest surges in its global peacekeeping commitments in a decade, welcomed Canada's decision to add tanks and about 200 more troops to the 2,300-strong Canadian contingent. He also welcomed other just-announced increases to the NATO force, which is currently 20,000 strong.

"We are very happy to see the reinforcement," he said. "Canada has been a part of that, and we are grateful."'

Electricity DOES NOT travel at the speed of light. While the result of a current on a wire may be instantaneous, the speed of any specific electron causing that current is actually quite slow. The instantaneous reaction is from one electron "jumping" on the wire at on end and another electron "jumping" off the wire at the other end.

One other misconception is that current flows from positive to negative. The reality is, the electrons/current actually flow from negative to positive.

Well, it looks like they didn't teach physics where schmuck went to school. Electrons as in electricity do not travel at the speed of light. The telephone schtick only points out that some people never tried to call long distance. Kind of like "da proof is da proof".

The best way to explain electricity is to compare it to water in a pipe. electron current = water flow and water pressure = voltage. The bigger the pipe the more water can go through it. Also the more pressure (Voltage) the faster the water flows through it. When water molecule enters one end of the pipe a different molecule exits the other end. Seems almost instantanious but it isn't.

BTW: My profession is to ensure million dollar machinery can accelerate electrons in a near vacuum up to a speed of .9997 the speed of light. And it takes up to 22 Million electron volts to do this. I know electrons.

electrical curcuits have transistors etc that cause delays in the signal because they need a fleeting moment 'ramp up' and react to the incoming current to then do what they are needed to do. the cumulative effect over distance involving gawd knows how many intervening semiconductors is what shows up as a delay.

the simple fact is, if for instance you need a nand gate inside a computer to store a bit, it takes some nano or possibly picoseconds to get to the functioning charge level. meanwhile the photon is waaaaaaay over dere because it doesnt have to 'deal with' changing the characteristics of some exotic alloy or whatever is being used in the memory device.

and to answer your smarmy comment about '2 speeds of light' did you not take high school physics, the lecture about how light slows down in glass which explains refraction?
