A senior official confirmed yesterday that the Treasury Board and the Public Service Human Resources Management Agency are examining the issue following recent revelations that two former Liberal aides landed "phantom" jobs that gave them free rides into the public service after they lost their political jobs in the January election.The Public Service Commission, the watchdog of an impartial, non-partisan public service, uncovered a scheme that created false jobs for two political staffers and immediately revoked the appointments.

Some say the cases have raised questions about how many other political staffers slipped into the public service over the years under the guise of special programs that were created for different reasons.
The commission found about 100 public servants joined ministers' offices and went back into the public service -- with no break in service -- over 11 years of the previous Liberal government.
The two cases at the centre of the commission's recent probe were bureaucrats who had taken leave without pay to work in ministers' offices as "exempt staff" -- which means they are exempt from the rules governing all bureaucrats under the Public Service Employment Act.
Their jobs had long ago been filled or disappeared and, with the election looming, they arranged for their departments -- Public Works and Health Canada -- to create new positions for them under a special program known within bureaucratic circles as SAPP, or Special Assignment Pay Plan.
This type of plan is known colloquially as:
"The Feather Your Nest with Golden Parachute Plan"

This is so typical..Way back when I was employed with the Fed Govt I remember taking a transfer from Wpg to Saskatoon to fill a 2 year assignment as a Bilingual Officer on a term position After the 2 yrs was up the mgmt stated there were no full time jobs in saskatoon so I had to trsfr back to Wpg. Within 3 mths mgnt hired 2 FULL TIME friends of his(NON-BILINGUAL) EVEN THOUGH THE POSITION WAS CLASSIFIED AS BILINGUAL....A grievance was put in and after a while I inquired about it's status?? The union had LOST the grievance and now past the date to appeal......moral of the story...they hire who they want as their friends and nothing else matters....just typical.....now so many of the postings say "MUST BE OF ABOROGINAL ANCESTRY" MUST not should but MUST...good luck all you non-aboriginals trying to get a job Govt....

Ottawa — The federal government spent $333,000 to sponsor a hunting-and-fishing show in Quebec City that never happened, The Globe and Mail has learned.
The revelation is the latest in a string of blunders that have embarrassed the Chrétien government and brought allegations of corruption in its dealings with Liberal-friendly firms.
Federal documents show the government specifically funded the Salon du Grand Air in Quebec City in the 1999-2000 fiscal year; the goal was to put up federal advertising at the event to promote the Canadian government to the show's visitors.
But the show, scheduled for February, 2000, was cancelled a few weeks before it was to have occurred, a spokeswoman for the Congress Centre in Quebec City has confirmed.
Nevertheless, organizers still received their federal funding, federal officials say.
A source said that there is even a note in Ottawa's files acknowledging the cancellation, showing that government officials knew that they had paid $333,000 for a non-event.
Officials say the government never asked for a reimbursment.
Public Works Minister Ralph Goodale said in an interview yesterday that the file causes him "deep concern." He vowed further action, saying he would refer the matter to appropriate authorities after an internal investigation.

I snuck a peek, it was a long-haired pimple-faced chinless wonder in his early twenties. He said his mother gave him the job in her department in Ottawa, he was hired as a "business analyst", he was now on a year off "doing some consulting work" but his job was waiting for him when he was ready to go back. One of his friends said, "it must be nice to work for the government?". "Henh, henh, hehn", says pimple-face, "it sure is nice to work for the government".

Being a non-bilingual white male of Anglo-Saxon descent living in the West, with no relatives or friends working for the Feds, all this "getting a job with the government" talk is purely academic. Not for the likes of me---after all, I've only got two post-graduate degrees and 30 years' work experience in Canada.
The message is: Just pay your taxes, shut up and do what your self-proclaimed "betters" tell you is good for you.

In this morning's local newspapers (Sun and/or Province)there was an article indicating that certain bureaucrats in the Environment Ministry were not happy with Mrs. Ambrose's proposals and had leaked these to the press. Now, the conspiracy theory: How many of those bureaucrats are ex-employees of the Liberals who are missing their "perks" of office. HMMMMM?

Even here in China income tax is 8%, only over earnings of 4000RMB/month. Purchase tax is 2 to 5%. So all this talk of slave labour makes me laugh. Yes farmers get a raw deal, but then ask Canadian farmers, they are in a worse position. China cancelled all agricultural taxes starting last Jan 1.

If it was just a case of someone moving from a ministerial aide position into the bureaucracy, the argument could (would) surely be made that the aide showed the sort of organizational and people skills which made him/her a shoe-in for the bureaucratic job.
But there's no possible excuse for using civil servants as a labour pool that can be diverted, and then shunted back and forth between work in minister's offices -- where they advance the partisan causes of the LPC -- and then back to the jobs they are actually being paid for by taxpayers.
No wonder Dion said, at the recent debate, "Liberals, we need to get back into power as soon as possible" -- That's they only way they can pay LPC workers with unlimited pools of taxpayer money.

I know a number of former ministerial assistants who now have good jobs in the federal public service. They are very competent and are a credit to Canada.
Incidentally, they were ministerial assistants under the Mulroney government.
Yes, I know former Liberals in the federal public service, too. Many of them are very competent.
My point is that this issue is not as black and white as it seems and people should avoid the knee-jerk reaction of describing the hiring of a qualified person as a corrupt act. Often it just makes sense to hire a competent person who has already demonstrated an ability to do a good job.
I think that the Conservatives should tell all Liberano$$ Mp's and the minnions that were involved with the crooks that they will not get another paycheck or any expense money until all the stolen money has been repaid. The thieves in the H. of Commons sitting on the Liberan$$ side have long past their three strikes....why would any sane taxpayer vote for an MP that steals from him/her? Why, indeed ?
