    The Ontario municipality that captured national headlines with the Walkerton tragedy in 2000 is preparing to test the competitive waters.

    The people of Walkerton, Ont., don’t want to take any more chances. That’s why the townsfolk, and those in the neighbouring communities that comprise the amalgamated municipality of Brockton, have decided to turn to a private firm to operate their water and wastewater systems. “We want to hire someone we can trust,” Brockton Mayor Charlie Bagnato states. “In the name of safety, and to keep everyone happy, we have to get someone we can rely on.”
    Mayor Bagnato knows a lot about the importance of a trustworthy and reliable operator. In 2000, contaminated water killed seven people and sickened more than 2,300. After the tragedy, Walkerton disbanded its public utilities commission, shed the dishonest and inept Koebel brothers and handed operations over to Ontario Clean Water Agency (OCWA), the Crown-owned agency that operates water or wastewater facilities for more than 200 municipalities across the province.
    Now, chafing at OCWA’s costs, the municipal government has decided to tender the operations of its water and wastewater systems.
    Some have argued for saving money by establishing a municipal department to operate the systems. But councillors understand that they might need specialized expertise they cannot afford to keep in-house. Local residents, too, largely favour hiring a third-party operator. “Citizens felt nervous about going alone,” Mayor Bagnato says. Were council to choose the public over the private option, “citizens wouldn’t be happy. They would accuse the town of putting savings before safety.”
    That’s not to say the competitive bidding process for the new five-year contract won’t also bring savings. Last year, as Brockton considered breaking its ties with OCWA, it surveyed neighbouring municipalities’ water and wastewater operations. It learned that Arran-Elderslie had moved operations of several plants from OCWA to Oweson Water Services, a small private operator based in Owen Sound, realizing a $25,000 savings in the process. Similarly, Huron-Kinloss had moved operations from OCWA to Veolia Water, one of the world’s largest water companies, to save $10,000 a year.
    Why is OCWA losing contracts to its private sector competitors? That’s a good question, given that the Crown agency enjoys a host of subsidies � tax exemptions, preferential borrowing rates, indemnification against liabilities, and freedom from the necessity to earn a profit � unavailable to its competitors. >>> more

    Frankly, I’m disappointed with these ads…there is no Christian fear mongering, Alberta and Klein are off the hook along with Mulroney and all the other contrived boogey men the degenerate Liberal lie machine usually trot out on these occasions.
    This stuff is mild by profligate Librano standards. Perhaps they’re worried if they piss off the CPC too much, they will respond by simply reminding Canadians of the lengthy criminal record of the Liberal regime….now there’s a smear campaign with teeth 😉

  4. I remember the damage that Bob Rae and David Peterson did to the province. I recall Mike Harris fixing alot of, boosting Health Care spending by 10 billion dollars while Mr. Martin was slashing transfer payment. I remember the economic boom of the Common Sense Revolution (something Mr. McGuinty has yet to experience). I remember him making people work for welfare and telling high paid union people to stuff it. That’s what I remember. Why is it so bad to be compared to Mike Harris and Brian Mulroney? Geez, the Liberals are running on Mulroney’s record! Why don’t WE put out an advertisement indicating that?? How desperate can one party be?? Time to clean house, people.
    What the hell damage could they be referring to?!?! Oh, right, it’s raining outside. Blame Mike Harris.

So if its uncanadian to refuse to use the NWSC, I guess that means Martin is going to force every Canadian to stay on a waiting list even if it kills us, because he will protect the Canada Health Act. Oh wait, can’t do that, teh supreme court in Quebec said that is a violation of a charter right. Guess theres a bit of confusion here.
    Harper says he won’t use it, but Martin won’t say whether he would or wouldn’t?
    Think Martin would care to clear that up for the beer and popcorn crowd, we after all, are just not smart enough to figure this out for ourselves. Only liberals are entitled to think for you.

  7. I voted for Mike Harris and firmly believe that he did an excellent job for the province. He cleaned up a lot of slop left over from the previous NDP/Liberal mess. The Walkerton tradgedy occured on his watch but can not be blamed on him directly as it was bumbling created by local (Walkerton area) nepotism.

  8. From a distance. well, down here in Arizona dozens of us Canadians watch for news from home with eager anticipation. We watched the debates and wondered what the heck it was all about. The liberals gave the block adscam and Mr Personality Challenged screams he will defend us on every corner from these evil seperatists.. Now it’s time to again smear mike Harris and connect him to Steven Harper. Most left wingers I have met over 6 decades would like a benevolent dictatorship with them in charge. Our lives would then be quiet, without responsibilty, without issues, meaningful work would be outlawed, in fact everything would be down right; “warm and fuzzy”.
    I don’t think Mr Personality Challenged knows how to be benevolent. he is to gready for that. our prime minister can however be warm and fuzzy-if his script writers scribble the lines that way!

    The liberals are looking for free advertising by leakiing this. They did this last election with their attack ads. Get it to become a story and when it gets reported they get free advertising.
    If they want to run these ads, thats their responsibility, but they should at least pay for it.

    Anyhoo, here�s what I remember about Mikey: prior to election, he had a list of promises. After election, he went down that list and kept every one of them.

  13. With the campaign about to head into the heavy negative zone, probably on both sides, I’d like to suggest a discussion topic, perhaps even suitable for a separate discussion heading:
    No matter what happens, the Conservatives are screwed.
    In fact, no matter what happens, thanks to the Bloc, Parliament is screwed.
    Who’s been following the Hill and Knowlton seat predictor? Those mathematical models often turn out to be reasonably accurate.
    The story it tells is somewhat encouraging and a lot discouraging.
    The Tories don’t even need to win the popular vote to win a minority government. All we have to do is get within 2 points of the Liberals and we win.
    But the bad news is that, barring a major shift in the electorate (like the Tories suddenly jumping 10 points), all the scenarios show the Tories hovering around the 120 seat mark.
    …And the NDP wouldn’t even win enough seats to prop up a Liberal government, much less (of all the creepy thoughts) a Tory one.
    …And, of course, it’s already long since been established that Bloc support is toxic.
    So how would we govern? The depressing reality is that, for the Tories, victory is almost as bad (and maybe worse) than defeat. Harper could end up being the Joe Clark of the 21st century and he doesn’t deserve that. We don’t deserve that.
    I know what the response will be to this. A bunch of western separatist talk. A bunch of Canada-hating talk about what a goddam socialist country this is. And other sorts of pointless drivel like that.
    None of which will address the real problem. We (Conservatives) have as good as conquered English Canada. We own the West. We have respectable and growing market share in Ontario and the Atlantic. We’re set to win a majority of the ROC seats.
    But how do we crack the problem of Quebec? (- realistically, without hysteria or knee-jerk slogans.)
    This site has become a great sounding board for venting right-wing frustrations, but not so much for realistic policy discussion. Now that we are on the brink of sort of, half-assedly being in government, it’s time to focus on the “art of the possible.” It would be interesting to hear a thoughtful, non-hysterical discussion of how we might go about actually running this country.

    Ontario wanted and needed a tough SOB like Mike Harris, that’s why the so-called Liberal voters of Ontario elected him to back to back majorities. Bob Rae nearly ruined Ontario; he stood up in the legislature and announced that doubling Ontario’s deficit was an actual goal of his goverment.

There’s enough footage of Adscam and Belinda haranguing the Libs from the TOry side of the floor for corruption and mismanagement, then flip-flopping for a cabinet spot. Everyday, a new scandal with both Goodale and Stronach now under investigation. It is the Liberal way. Add to that the fact that the media are now on Liberal campaign workers’ watch to see whether they are, in fact, being paid by the Liberal party or the taxpayer to work over Christmas and the New Year. So many scandals, so little time.

  31. No surprise here. John Duffy, in the National Post this week, made it clear that Libs would use negative advertising. He even blamed the Conservatives, who apparently “started it.” Nice schoolyard excuse. I notice that the ads do not promote their program, but denigrate everyone else. Unless their MSM buddies back them up on this one, Libs will get hurt by this one. More premature desperation from the Libs, who must know their Ont vote is completely concentrated in 416 belt, but not 905, and nowhere in Eastern and Southwestern Ont. This might be a trial balloon, to see how the media reacts. So far, not so good, especially given fresh Stronach and Goodale scandals, plus forcing their government-employed campaign workers to use up their vacation time over Christmas period. Having said that, this is no time to be overconfident or complacent if you are a Conservative. I wouldn’t put anything past Libs, so look for old speeches to be uncovered, followed by ambush interviews. Harper and crew must continue to present positive version of their program, and avoid engaging in the “snear and smear” campaign we will surely see from the Liberals in Jan 06. Libs must know they could easily lose 20-30 seats to the Conservatives/Bloc NDP in Ont and Quebec alone, thus losing power. Liberal establishment has complete control of political economy of Canada and they have no intention of giving it up. Problem this time MIGHT be that MSM is pleased with Harper taking their advice to present positive option to Canadians. Having said that I don’t trust them either.

  32. I remember all the damage done to our health care system by the Harris Tories.
    When the Tories came to power in 1995, health care spending in Ontario was at $17.5 billion, going all the way to $28 billion by the time the Tories ended their two-term reign in 1993. That’s a 34.5% increase in health care spending during their two terms.
    Thank god Paul Martin was there during all those cuts to inject all that spending to get it up to $28 billion.
    Wait a second. The Tories increased health care spending in Ontario between 1995 and 2003 while Paul Martin slashed health care transfers to the province.
    Oh well, I guess my own argument has been shot to shit.

    The interesting thing about that is it was the provincial Liberals in the late ’80s that appointed Stan Koebel as Walkerton’s public utilities manager and yet, when the Walkerton disaster happened, and all throughout the inquiry and post inquiry period, blamed the Tories for not detecting Koebel, saying he was incompentent and shouldn’t have been their in the first place.
    Liberal hypocrisy.

  35. Somebody on Stephen’s board pointed out the possibility that the Liberals themselves might be behind this leak, which isn’t that farfetched. We already knew that they were unable to raise much money for this election, much less pay back what they spent for the last one (how did that Laurier Club meeting go, Paul? LOL).
    It would be hilarious if it were true. With all the money they stole through Adscam plus the possibility of a few brown envelopes passed around after (allegedly) ITScam, they’re STILL broke?! If they can’t manage their own party’s finances even through fraudulent means, how in the sam hell can they be trusted with the public purse? I also have to wonder if their spending spree since the middle of November has evaporated the projected surpluses for this year and next…not that they would tell us this until after they get back in.

  36. Mike Duffy had some interesting tidbits. As I told him, I’ve detected some hints of a major problem with the big red Liberal bus by trying to read between the lines in the MSM. It still boils down to one thing, and Harper now needs to lead the New Years’ charge. Tell everyone, everywhere, that it doesn’t matter what color or flavor your politics is, if you can shrug off criminal corruption and racketeering by a governing party (and, yes, according to every definition of the RICO Statutes that I have read, the Liberals are guilty of racketeering under American law)then everything you value about Canada is at risk. It is that simple. Fire that one at Martin on Countdown and see how much whining and snivelling he does.

  37. The reason I never voted for Mulrooney is that he was arrogant and spewed arrogance. I don’t know if he was corrupt, if he was, then he left no evidence of it and the biggest scandal was that because of Liberal ineptitude, the taxpayers (that’s all of us, even you ron),ended up paying Mulrooney’s legal bills and I believe we pitched in a million for a charity of his choice. So if anyone has any evidence of conservative corrupion under Mulrooney please forward that evidence to the Solicitor General of Canada. I’m sure they will be delighted to hear from you, otherwise put a sock in it as it is only an unproven allegation with no credible value. And I never ever thought that I would ever defend that arrogant bastard! So piss off with unproven allegations, but I would like to ask everyone of the liberal bent where exactly do they think the remaining forty-four million went? The government is sewing for what, sixty million or so, where’s the missing forty million? And just why can’t the auditor general have a look at all those billion dollar trusts that PMPM set up as finance minister? Is Paul Martin worried about what the AG might find? It’s our money and we have the right to ensure that it is being spent wisely.

    He’s actually one of the more pleasant and down to earth politicians I’ve met, but then again so was Sven Robinson once upon a time.
    When people point to Mulroney’s government as some sort of proof that all governments are equally corrupt, etc. what they are really saying is “I lack the ability to distinguish between wildly varying degrees of corruption. I literally can’t tell right from wrong.” It is childish to argue that the current batch of federal Liberals – who STOLE AND LAUNDERED PUBLIC MONEY TO CHEAT IN FEDERAL ELECTIONS, TWICE – are the same as any other government who preceded them.

  39. Pelletier was terminated again today. CBC is reporting it tonight. AND, it was the federal Liberals and not Mike Harris, who was responsible for all the water problems on the Native reserves, some going on for years. Bob Rae and David Peterson, who lied outright about the state of the budget before he was tossed, did so much harm in Ontario, and Harris did not start out with the surplus the Liberals now enjoy, or that Harper would have to implement his policies.
