It's very easy to track and trace anyone that hits any port, I kind of like do this for a living.. ;-)
Most hit's, and it doesn't matter if mail, ftp, web etc., get me to your community, with a lot of them getting me your exact location. And yes, for violators we use this information against you.
Renewing your IP doesn't help after the occurance, as there are logs at every ISP for every modem and router that are time stamped.

Well most of ain't that hard and is public knowledge, but you would have to hit one of our servers to get the total image.
For tracking IP's or domains you could use a pretty little interface like http://visualroute.visualware.com/
If your a little hard core you can use http://www.dnsstuff.com/ and the whois will tell you the originating ISP, trace route shows you the path.
If your lazy, like me, you use a series of terminal commands which really gives you all the info you need, but has the advantage of speed.

I ran the numbers for universities today, and found that there has been $41,000 going from student/government coffers to the Liberal Party of Canada.
